Information for users on the bill
Individual meters (divisional meters) are installed to serve individual apartments and are the responsibility of the respective owners, who are responsible for them. General meters for the building, on the other hand, are installed and maintained by the Utility, with the relevant supply contract established. In condominiums, the total charge recorded by the general meter is divided among the individual apartments based on criteria agreed upon by the assembly. Meter reading and collection services are typically performed by specialized companies that operate completely independently from the Utility.

The water bill is the instrument through which the following items are paid (only the first concerns the water supply in the strict sense):
- amount of water consumption supplied by the provider;
- purification and sewerage fee, to be paid to the provider;
- fixed fee applied by the provider;
- fee for domestic hot water, according to the rates set by the condominium assembly, paid by the company in charge to the administrator;
- division of heating consumption (if jointly managed);
- fees for services rendered and related VAT on the taxable portion.
Credit for previous consumption
Estimated cold water consumption is adjusted with the first bill issued based on actual readings. Actual readings include readings performed by our staff and self-readings communicated via postcard, telephone, email, fax, regular mail, SMS, or in person at our offices. If you encounter difficulties with the reading, it's helpful to send a photo of the meter to the email address dedicated to self-reading. This ensures the accuracy of the data and prompt adjustments, limiting deviations from estimates.
Warnings
In the event of non-payment or late payment, the next bill will be subject to late payment charges. After the due date, unpaid bills are reported to the property management or owner. The company responsible for reading/collection is not responsible for any shut-offs decided by the utility company. The receipt included on the payment form does not affect the right to collect any outstanding payments.
Payment Methods
To ensure orderly management of payments, please make your payment by the deadline indicated on your bill using one of the available channels:
- post offices (with attached payment slip);
- bank branches;
- direct debit from your current account.
To correctly identify payments, it is important to include your user code and invoice number in the reason for payment. Payment in installments is available for amounts exceeding €100.00, with transaction costs added to the next invoice at a fixed rate. Bills that only include cold water consumption can be paid in two, or a maximum of three, equal installments (the first upon the invoice's natural expiration). Requests for installment plans must be submitted and agreed upon before the due date; otherwise, they will not be considered. In the event of missed payments, the related administrative and postal costs will be reimbursed. For bills that include hot water, two installments can be agreed upon before the invoice's natural expiration.
Note: Only any previously estimated cold water consumption charged is recalculated, as rates may vary. Hot water consumption has a fixed cost per cubic meter, determined by the condominium meeting with the administrator, and does not require adjustment.
Various information
The cold water adjustment is the difference between the consumption recorded by the main meter and the total consumption of the sub-meters. This difference is due to both shared consumption and technical aspects (measurement tolerances, system leaks, etc.). The distribution is determined by the property management: in proportion to consumption or in equal parts. It is important to always include the user code and invoice number in the reason for payment, and to request any installment plans before the due date to ensure proper payment management.
Relief for residents of Emilia-Romagna affected by the 2012 earthquake
With Resolution 6/2013/R/COM of January 16, 2013 (and subsequent amendments and additions), the competent Authority established incentives for integrated water service supplies for families and businesses affected by the earthquake of May 20, 2012, and subsequent days. The application conditions and supporting documentation are referenced in the official provisions and, where applicable, on the bill.
Adjustments before 2012 – ATERSIR resolution 2014/60
The item "Conguaglio DLB.ATERSIR 60/2014" on the bill refers to adjustments relating to the period 2008–2011, applied in compliance with current legislation and according to the amounts approved by the competent Emilia-Romagna Territorial Agency for Water and Waste Services with resolution no. 60/2014.
